extensions/models/forgejo_actions.ts: repo_rename, verify-first (source must exist, target must not; a stale redirect does not count; the reply must carry the new name). Ten extension tests pass in a deno container.
Used once: dataverket/flux-bootstrap is now dataverket/fabrikk-infra. Flux fetched through the redirect without error; fabrikk-infra #5 moves its own URL.
README: every mention, plus one line saying what fabrikk-infra is and that it was flux-bootstrap until today.

feat: repo_rename on the forgejo model, for flux-bootstrap becoming fabrikk-infra d0cb97e2a5

Verify-first: the source must exist, no repository may already hold the new name (a stale redirect does not
count), and the reply must carry the new name. Records old and new name and the URLs that changed. Forgejo
redirects the old name until it is reused; fixed remotes such as push mirrors are not touched.

docs: flux-bootstrap is fabrikk-infra fbdb9fadd5
