The first work item (sentral-hello-callout) went through six review cycles, two cycle overrides, five plan versions, and 148 findings without reaching implementation, and was reset. This PR keeps what was worth keeping.

docs/explanation/first-slice-retrospective.md: why it grew, the half-size first slice to run instead, the facts and rules that belong in the skills, and two machinery changes (review dispatch as a swamp workflow; a size rule in the planning conventions).
docs/explanation/sentral.md: Sentral's ubiquitous language and context map. Worker, never agent, for Dataverket processes; to be trimmed to what the re-run slice builds.
docs/decisions/0001-service-naming.md: the authoritative service-naming decision imported as fabrikk's ADR 0001.
docs/LICENSE (CC-BY-SA-4.0) with the schema entry that allows it.

Protected paths changed: docs/decisions/, docs/schema.yaml. Human review required; no attestation tag, so validate-attestation fails by design.

versions, and 148 findings without reaching implementation, and was reset. The retrospective records why it grew
(four adversarial surfaces in one slice, shape inherited from context that was never a decision, a drive loop run
from a skill's instructions), the half-size first slice to run instead (cut at the callout, the isolation trio as
the only tests), the one-line facts and rules the reviewers rediscovered that belong in the skills, and the two
machinery changes: review dispatch as a swamp workflow, and a size rule in the planning conventions.

Lifted from the reset slice: Sentral's ubiquitous language and context map (worker, never agent, for Dataverket
processes), the service-naming decision imported as fabrikk's ADR 0001, and docs/LICENSE (CC-BY-SA-4.0) with the
schema entry that allows it.

chore: lay the repository out for any coding agent, the way swamp's is

AGENTS.md carries the repository rules once (swamp's managed section, the
documentation pointer, skills and enrolled agents); CLAUDE.md imports it and
keeps only what Claude Code needs. Skills move from skills/ to
.agents/skills/, the directory Codex, OpenCode, Copilot, Amp, Pi, and
Antigravity read, with .claude/skills/ as symlinks into it; the pulled
software-factory skill moves there too. .swamp.yaml enrols codex next to
claude (swamp repo upgrade --tool claude --tool codex).

AGENTS.md and .agents/ join the protected paths in the attest workflow, the
source-standards skill, and the attestation page; docs/schema.yaml maps
.agents instead of skills, and the code map, guides, and README follow.
