Upstream pr_ensure takes no assignee. pr_assign replaces a PR's assignees after checking every login and that the PR is open; user_search finds a login by name fragment without admin scope. Extensions of @thomas/forgejo with a fake-API test. First used to assign #15.

feat(forgejo): pr_assign and user_search on the forgejo model aacc7fa09d

Upstream pr_ensure takes no assignee. pr_assign replaces a pull
request's assignees after checking every login on the forge and that
the PR is open, and records what Forgejo reports back; user_search finds
a login by name fragment without the admin scope user_list needs. Both
are extensions of @thomas/forgejo, tested with a fake API.
